LOCATION
The land is situated on the south side of Pinchbeck, to the west of Spalding Road, and south of Market Way. It is accessed directly off Spalding Road. The market town of Spalding offers a significant range of services and amenities. The land is on the bus route for Spalding town centre. Spalding has easy connections to Peterborough, and to the north and south on the A1, and the main East Coast rail connection from Peterborough to London King’s Cross (minimum journey time approximately 45 minutes). DESCRIPTION
The land edged red is approximately 1.11 hectares (2.74 acres) in total, including the entrance/access, and lies at the northern end of PIN 045, the Vernatts Sustainable Urban Extension (SUE) allocated on land between Spalding and Pinchbeck in the South East Lincolnshire Local Plan – adopted March 2019. Development of the southern parts of this SUE is underway, and the new roundabout and Railway Line Bridge crossing, marking the start of the Spalding Western Relief Road, has recently been completed. The land is being offered For Sale as a whole. It has been laid to grass for many years, and there is an existing access off Spalding Road.

SERVICES
Mains electricity, water, gas and drainage services are within the locality but it is recommended that all interested parties make their own enquiries as to the capacities and availability of connecting into such services together with all necessary costings thereof.

TERMS
The tenure of the property is freehold and the land is registered at Land Registry in Title No. LL200163. The land is offered for sale with Vacant possession

Expressions of Interest are invited, including indicative offers, and interested parties will be asked to put forward an indicative outline of their proposed plans for the site and their method of purchase being either an Option Agreement, Conditional Purchase or Unconditional Purchase with appropriate terms of offer for the owner’s consideration. Preference will be given to an outright unconditional sale.

OUTGOINGS
Drainage rates paid for the year to 31/3/24 were £31.78. A wayleave payment of £3.45 was received from National Grid in January 2024.

PLANNING
The land is zoned as recreational open space as part of Pin 045 of the Local Plan for South East Lincolnshire which was adopted on 8th March 2019 and proposed to run until 2036.

Allocation for residential development of Pin 045 was agreed by the Local Plan inspector, following the signing of a Statement of Common Ground by the associated Landowners/representatives, which included the following points:

4.11 All parties agree that the development of Phase 1 of the Vernatts SUE will require the provision of a master plan. Together with this process, the County Council will work with landowners, the developers and the District Council to secure the delivery of the Northern Section of the SWRR in its entirety and the land required for its delivery. It is common ground between the parties that this approach is required in order to secure both the necessary infrastructure and access to the land beyond the Joint Line railway west of Blue Gowt Lane.
4.12 It is also common ground between the parties that it is desirous for the District Council to work with landowners and the developers and the County Council to facilitate development of the Phase 1 land in advance of or in tandem with the delivery of Roundabout 1 of the SWRR, subject to the fulfilment of the requirements of policy 12 and the acquisition of land by Lincolnshire County Council as expressed by that policy. The parties agree to work constructively together to facilitate early delivery of the Phase 1 land and that no development will be promoted or permitted that undermines the delivery of the strategic route of the SWRR, or its role as a relief road with limited junctions and direct access points. All parties agree that they will place no undue barriers on the timing, viability or overall delivery trajectory of the SUE allocation or SWRR through either the planning, legal or land transfer process. Lincolnshire County Council intends to secure planning consent for this strategic road project. The proposed amended policy 12 makes clear that statutory powers would be used if necessary to ensure land for the route is acquired.
4.13 The required master-planning exercise will provide further opportunity to address detailed matters such as the location of open space in tandem with the wider requirements of both the SWRR and other land interests.

OTHER
The property is offered For Sale subject to any rights of way or easements whether known to exist or not. The Seller is not aware of any rights of way or easements crossing the land with the exception of the Internal Drainage Board byelaws to access the drain on the north side of the land.
